How to I repair Pebble dashing on my external wall?

Areas of the pebble dashing on my external wall has blown. I want to replace. I have seen answers to a similar previous question on same topic advising using PVA glue/ Water mixture first, prior to adding the mortar. Can anyone tell me the mix ratio of cement / water to get the right consistency so that the pebbles stick or is it a trial and error process?

Also an earlier answer said 5 to 1 parts water / PVA glue first, allow to dry, then 3 to 1 parts water / PVA applied just prior to adding mortar. Can anyone confirm this is correct?. Thanks
