PVC window lock won't turn?

How can I repair pvc window catch and lock as stuck, won't turn either way?

This may sound obvious, but the first thing to try would be a fine oil such as Plusgas or WD40. This should work providing that there is no mechanical damage and that the problem is just due to corrosion.
