Both valves feed in to one mixing chamber so cold water going in, will flow back out of the hot inlet valve if you do not put a hose on it. If you can't put a hose on the hot valve for some reason then you have to buy a blank cap from a hardware store or plumber supplies and put that on instead of the hose.
