Why is my central heating blowing cold air?

I moved into a newly built home in 2007 and have been
having problems with my central air and heating system ever since. The system is blowing our cold air now. What could the problem be? It is a trane unit. I've
had the outside condenser unit repaired three times.
My home is totally electric.
