Get down to your local hardware shop and buy a screw remover.
It's a small tapered screw-like doohickey with a left hand thread.
Drill the appropriate size pilot hole into the top of the offending screw, then insert into hole, turning anti-clockwise!!!
When the remover reaches the bottom of the pilot hole just keep turning, that should bring the screw out.

I can't get a pair of pliers into the space where the screw is. It is in a metal track with about 1/3 of it sticking above the bottom surface.
Any other ideas??

it depends where it is,and how big the screw is,what i do is i use a pair of pliers to unscrew it pulling up as you turn the screw.
