whats wrong?

my scooter is setting off really slow. it gets to around 15mph and it bursts into life. the belt is well worn and the variaer is slightly loose. it has an aftermarker pipe and molosie variater and 4.7g rolleres. what can i do to make it set off really fast and a higher top speed?
