Mend Russell and Hobbes 2382-001 Fan Works Water

How can I fix my Russell and Hobbes mist fan?

My Russell and Hobbes mist fan works well except for the mist. I tried cleaning and replacing the water. It looks as if there is a filter in the base. that may be blocked. I tried to clean it but I could not see a way of removing it. Any suggestions?
