Talbot Express pilote wont start?

Just bought the above, was told it had a new battery, but I'm unsure! I charged the battery for 3 hrs on Monday, Tuesday it started for me to move it about 4 metres to clean it, went to move it back & nothing, engine didnt make a sound! Should I get the battery tested?
Also, Can you confirm which way the leasure battery knob should be when off (vertical or horazonal)
