I have a panisonic toughbook cf-28. ?

The hard drive was formatted and now I can only boot to the 1.44 floppy. I have an external cd/dvd drive to plug into the USB port and windows xp pro. But, right now it douesn't recognize the USB port or the hard drive. I need it for school. PLEASE help :( !
