How to remove the bolts at the bearing point?

I have an Amana...just sold there not built...glider rocker. It is from Vermont and the tag says Miracle Suspension System. I have repaired other brands before and have never had any trouble removing the bolts.
These have a gold finish nut (looks like) and I cannot see anything spinning around the bearing, however the bolt doesn't loosen. Something I am missing here? I know it had to be apart to install the bearing screws when built.
