how can i fix my blinking picture?

it might be the LNB, thats on the end of the satelite dish that is going, take the satelite dish scart lead. or the hdmi cable thats going into the tv from the sat box, see if you can get indoor antenna, /rabbits ears" and plug them into the tv,and see if you can scan for local channells. your just doing this to check if the LNB is going on the dish, try this first, and if you get any channells on the indoor antenna, well you need to replace the LNb on the dish,
