when i switch it on it says set up is starting then install windows and lot of questions comes up windows 7 then says starting windows set up is starting windows then to install windows press ok etc etc
Did you ever manage to effectively start Windows? If not, there are no files to loose.
You say it's new, it should be covered by the waranty. Bring it back to where you bought it and have them fix the problem or give you a replacement.
The other option would be to whipe out the drive and reinstall Windows from scratch, or do a factory restore.
