Tape in play mode sounds like chipmunks?

I have ION Tape2Pc serial #(21)P40708102518872 dual cassette unit that I purchased in 2009. I cleaned the heads with a alcohol and a q-tip since my cassette head cleaner is garbage. I made sure that the dubbing mode was not on. How do you get the tape speed to return to it's original speed. Both A play and B Rec/Play are affected. And why did this happen? Can I repair it myself?
Is there anywhere in St. Louis, Mo or Springfield, Illinois that you may know who can repair this unit.
