Help with battery replacement for Scantronics 9449?

I have an old house alarm which was working well until battery died. I am trying to install replacement battery following instructions booklet http://www.impsecurity.co.uk/downloads/9449_uk_inst.pdf. However, instruction book says when I put new battery in I should hear internal alarm and I should enter 1234. In reality when I connect battery the alarm siren sounds (rather than internal alarm) and the code doesn't work (neither does the engineers code (0# 7890) nor my previously set codes. The mains power is off throughout this, the siren rings immediately.
Any suggestions

Hi Claire, I have more-or-less the same problem but with an even older scantronic the '9448' (It looks like it's pretty much the same set up as yours but with only 2 fuses) It started when I tried to change the user code (following the instructions on the card supplied) the alarm went off/siren sounded immediately and whatever I do (refresh the NVM/eng codes etc) the siren sounds immediately when power is applied.
My question is this: is it a blown fuses/fuses which is preventing me from refreshing the NVM and reprogramming the panel? or is there something more sinister at work here?

Yippee, I have fixed it! Having changed the fuse I reset the system and then reprogrammed the system. All working now (I think!).
Thanks loads for your advice.

Thanks for suggestion with multimeter. I have now tested the fuses and one had blown (the 21VAC fuse). I have now changed this and reattempted to install the battery. However, as soon as the battery is connected the alarm rings. Panel has power light flashing but no code will stop the sirens. Further suggestions are gratefully received...

... and just a note for everyone.

It is a Scantronic 9449. *not* a Scantronics 9449

Don't know why the 'S' has suddenly been added, been around for a while now.

There are other ways to check a fuse, but, looking at it, is *not* one of them.

You have to be absolutely sure the fuses are intact before we can move on.

Check the fuses for continuity with a multimeter,a visual inspection won't suffice.

Thanks for the quick response. The polarity appears correct - ie red to red, black to black The three fuses appear in tact. I am not sure what type ampage they are so difficult to try and change.
When the battery failed it meant I couldn't use my user code turn code the alarm off prior to removing the battery. Will this have an impact?

Is the polarity correct?
Red to Red, Black to Black.?
Fuses intact, a look will not suffice.
