Often, laptops don't beep during the boot process but display LED codes.
If the CPU have little to no work to do, it throttle itself down to reduce it's consumation and heat output. If the temperature is low enough, the fan will stop to reduce the noise level.
If the display don't even light up, it can mean that it need to be replaced, or that the onboard video is broken.
Try connecting an external monitor to see if it, at least, complete the POST process. If an external monitor don't display anything, stop there, it's not repairable.
Check if it actualy contain a drive...
Check that it contain some RAM.
If those are missing, it's been canibalised. Don't bother going further: It surely suffer from some serious mother board related problems.
That computer is about 5 years old (made in 2007).
It was low middle range for a laptop.
It's outdated.
It's probably not interesting to repair it given the troubles involved and that it's outdated.
