select-o-speed won't move at idle?

my tractor was in high water and water got into the transnission, worked fine at first then required full throttle to get it to move at all, i have drained the fluid twice and replaced filters, when I first start the tractor it will move while cold, once the tractor heats up it requires full throttle to move, any ideas on what the issue would be
