Heater not heating and lights not coming on?

My oil filled heater is not heating up and neither of the lights are coming on. I've tried changing fuse of plug but its still not working. Any ideas on what the problem is?

I have a young Korean student and he has caused this to happen to 2 of the oil fin heaters in our home. I suspect he covered the holes in the top while the heater was on and when the device overheated, the 3rd stage safety device kicked in and powered the heater down. The heater is now switched off permanently. It is not, as I understand from reading the manufacturer's instructions, resettable.
