renault scenic 1.4 (2001)?

when car has been parked overnight or left for an hour or two have problems starting. Have to keep turning key in ignition for 3-4 mins with no reaction at all, then suddenly it starts and is fine if keep starting at regular intervals.
Have been told by one garage its the starter motor and another its an electrical fault.
Has anyone got an answer please?
