The heating element circuit may have a fuse in it which may have blown and would need replacing. Try examining and replacing any blown fuses. if it is a fuse, and it keeps blowing, then consult an electrician.

Air is blown over a heating element - if the heating element remains cold because it's defective then the fan will blow out cold air. The bulbs will of course generate some heat but nowhere near enough to warm a room - just to provide the flame effect.
You might consider a standard fan heater rather than a repair - much much much cheaper and just as efficient.
