You don't need to format your hard disk, why erase all of your files and settings. You simply have some missing information in the Windows registry. Boot your computer up from the install cd and select "repair a previous windows installation" from the setup menu. This will restore your registry, as well as refresh all of your system files. Pretty much reinstallng but not erasing your computer.
