Have checked and there is some play in the UJ's on the column. Will get that sorted first and see if I still need a new rack.

Not really a DIY job unless you have a micrometer and a box of shims, and even then it may not be possible depending on where the rack is worn...its much better to go for an exchange rack at a motor factors. Presumably you've checked the track rod ends, etc.
