Mend John Deere 240 Lawn Mower Drive Belt Engine

How to install drive belt on john deere 240?

The belt otself seems like it could go on fairly easy. But there is a wire going to yhe bottom of the engine that prevents the old shredded one from being able to be taken off and the new one installed. How do I deal with this wire and connection??
