you can buy a scratch pen in any colour from most large double glazing firms (about £10) this will fill the scratch and is weather proof.

you can also use specialist wax that you melt onto the woodgrain foil and buff up filling in holes 1/2 mm deep go to a local upvc trim supplier ,quay plastics may help or try e-bay

you cant rmove or fill them as it is the woodgrain effect is a foil covering the upvc,but you can buy a woodgrain pen to go over the scuff marks or scratches to make them less visable,most window hardware retailers sell them,just google "upvc window hardware" and plenty will show up.hope this helps
