how to fix vinyl vertical blinds?

My vinyl vertical blinds have one slat that won't lay flat when in closed position.The piece that the slat is connected to won't turn all the way.It's like the teeth aren't in the right place. Tried to turn it by hand,but won't budge.There is no chain only a rod to turn it. Can that piece be pulled out to re-adjust it's position?

Had the same problem as yours and found the simple fix
on u tube ( installing a new vertical blind ) just pull
open the cord all the way to open then all the way to close and hey presto all blind slats facing the same way again. hope this works for you too.
