You can lay Laminate or Carpet, or Ceramic floors onto U/floor heating, it is usual to have discussed the floor coverings at the design stage, so that the correct heat loading can be applied to the floor, as a general guide do not use heavy underlay or very thick carpet as these will seriously insulate the floor reducing the heat output into the room significantly!
