I presume that your caravan has manually adjusted brakes? If so, ensure that the handbrake is completely off, raise one wheel in the air at a time, and turn the brake adjuster on the backplate one notch at a time until the wheel just starts dragging. Then back the adjuster off one notch, and repeat for the other wheels.
