i have fuel spewing from carb?

B&S 18hp mod#350777 type#1130-E have fuel spewing from carb breather opening located in front of fuel inlet thought float might be stuck but seems to be working find fuel only spews forth when engine is not running at full throttle blocking the opening only shuts down the engine
