Could be from an upstairs toilet cistern or could from be the cold water tank. Sounds as if you want a new cut-off valve in either. Usually a ball-cock system where you might get away with a new washer but often it is simpler to replace the whole valve with a new Fluidmaster type which are quiet and reliable.
