Dell Latitude D520 will not turn on?

When I press the power button, the 3 little lights blink but the computer will not turn on. lights 9 A 1

I have changed the battery and the power cord, but it will still not turn on.

Suggestions?

There is problem with your SMPS.
So, try to change your SMPS but before changing that try to make sure that if your are using UPS then check that your UPS is working or not if working i m sure there is problem with your SMPS.
