I'm told if metal and had been re-sprayed or hand painted then the area bubbling wasn't prepared and cleaned off properly so they sprayed over dirt/grease or damp after washing off. I would price up a re-spray of the area at a body repair shop. If you can't afford the price and are prepared to tackle yourself using spray paint not hand paint, hand painted looks gross!.

Materials: 1 sheet of fine & 1 sheet of medium grade carborundum paper commonly known as 'Wet & dry' paper.
Auto colours: Primer, Undercoat, Finish coat & spray on laquer.
Sponge, all obtainable at Auto spares shop.
and absorbent cloth.[no not that towel].
Preperation: Use a stanley knif blade in a scraper to scape off the bubble.
Take half sheet [easier to handle] med wet & dry, use it dry, and rub down the edges around the good area to 'Feather' these edges. Then finish off using the paper wet. Clean thea area thoroughly allow to dry, must be perfectly dry.
Follow can/s instructions and spray a coat of primer on allow to dry rub it down lightly with the fine wet & dry use WET. Again allow to dry. Apply a second coat the same way and again lightly rub down. If satisfied with result continue with undercoat when dry if not apply a third primer coat. Carry out same for each layer of under coat and each layer of finish coat. Once satisfied ie: check around the edges if it nicely blends then finish off with a couple of coats of laquer to put the shine on the surface. Not easy yet not hard. hence the bodyshop costs.
Hope it helps.
