Dell Dimension 3100 continues to boot after shutdown?

My Dell Dimension 3100 continues to boot after shutdown. Even when power is removed and then plugged back in it will automatically start. I tried fixing the startup-recoverery menu by clearing automatically restart, deleted all roxio cd creator programs, currently using A04 Bios version which is current. Nothing works. I have two of these units and all my bios settings are identical but this one has a mind of its own.
