fan in freeser not rotating?

I unplugged and moved the fridge/freezer to decorate. When I plugged it in again it got cold but did not freeze properly. I took the cover off inside the freezer and found the fan did not rotate. Is it the fan or the thermostat? Who can I get in N. Wales to fix it?
