battery out of citreon put in new and wont start?

battery for berlingo van is fine and still will not start , lights all on and it is swinging , but will not take ,start.

Check that the battery has a full charge. Some shops put a quick charge on them and not a full deep cycle charge. At lest a 24hr charge.
Check to see if the new battery has at least the same cranking power of the old battery. Don't go with to small a battery.
