internet options dont open?

hi there i am having alot of problems with my laptop its xp .i cant get into my internet options it says restrictions contact your system operator very strange or i cant system restore it goes to it but when i press next nothing happens i also cant add new programs from my drive they spin around for about 30 seconds but nothing happens.i am not very good with compuers so if any one can help i would very much apprecateit,thanks kelly

hi there when i put the cd in it spins for about 30 seconds and then nothing happens, nothing comes up on the screen to indacate that something is happening i have went to the drive directly and any thing i click does not do any thing. i bought a new regestry cd and it wont load in ether but you can play a dvd in the drive please help,regards kelly

XP has a repair function, assuming you have the original xp disk, you need to boot from said xp disk carefully monitor all actions till the recovery screen appears, press R for recovery, you will be asked which system you want to recover press 1 you will then see enter administrators password, hopefully there isn't one,
you will then see C/: windows you type chkdsk /r
C/: windows chkdsk /r
press enter, let run till you see C/: Windows you type exit
C/: windows exit
pc should boot and run a lot better.
you may need to adjust boot order to cd/dvd
to boot from xp disk
