my oil burner will heat the rads but i can only get a small amount of luke warm water, does not matter how long oil is on for. please help

Check the Ball Valve in the Small Header Tank in the Loft, Chances are the ball-valve arm is stuck up & the tank empty, wriggle the arm up and down a few times it come free and the tank will refill
