why wont my car start?

Ever since the snow my 1.5 diesel clio wont start. It started a few times off jump leads and then wouldnt start again. I got a new battery and when i put the immoboliser on and wait a min and then start it, theres nothing. When i try and start it straight away it turns over but still fails to start...
