34cc 4cycle will not turn over?

This multipurpose tool worked well until last fall. It would not turn over when the pull start was attempted. I removed the factory installed spark plug and then returned the plug and the motor worked fine. It now will not turn over again. I remove the plug and pull and the motor turns over. I return the same plug and it binds or won't turn over. Is there a solution or diagnosis.
