what to do Next?

Does the fuelfilter go on the small line or the larger one? I was told the smaller line that goes into the primmer button. Anyway I have it on the small one right now and there are no cracks in the fuel line, but when I take the spark plug out and poor gas into the line it will run until the gas burns off but will not start on its own. The next thing I am going to do is take carburator or fuel pump next , and blow it out and clean portal holes out with air compressor, but if it still will not run.Then What.
