biasi m90-24s fan not running?

hi my biasi m90-24s can not start. when I turn the heating on the pump running for 15 seconds then cut off as fan not running due to no power surply to fan(checked fan power surply terminal no power surply while pump running),and the red light next to reset button not on when the boiler cut off. can anyone out there give me a clue before the boilers man come.
