We do not get hot water even when switched the dial up to maximum temp?

Why does the shower not produce hot water even when the thermostat is switched up to maximum. The water is cold. How can I fix it?
Details on the shower unit - Opal tritron 9.5KW CO1. I've been in this house for 9 years and the shower was already here so not quite sure of age.
