sp60 vokera gas boiler 13 years old?

had gas engineer out again.most times its because the pressure drops below 1,its allways had the same problem over the years.now its now whining every time the pump comes on circulating the heat,turn the temp gauge down or run the water tap, and it goes away.it was the same engineer that came out only a few weeks ago.he changed the loop, and since then its been whining.his diagnosis yesterday was that if its the part that he thinks needs replacing which he said was a baffle plate & bobbin.well they are now obsolete.his parting words to my husband was you either put up with the noise or get a new boiler.
