I have a sharp XE -A303, 1,2,and 3 dept are vatable but dept 4 is not?

I have a sharp XE -A303, 1,2,and 3 dept are vatable but dept 4 is not, but when completing the total it is adding the vat to the whole amount. AArrrgh.

Now I'm confused. If all of the taxes have been turned off for dept 4, it should not add tax at all. If the other depts are working normally, then there is still a problem with the settings for dept 4.
Can you give some examples of how it is adding the tax? Are the other departments definitely working correctly?
