my dmtech hd tv is not powering up why?

i have a hd dmtech 20" dvd combi i reacently brought a power supply fo my hd tv plugged it in and it dose not power up. the power supply light is bight green but when we plug it into the tv it flickers and becomes dim how can i solve this issue?
