renault senic 2001 51 key problam?

every now and then my car wont start. the key works the c/locking then when i put it in, all the lights come on but it wont even turn over. after a few mins it would just start but today i,ve been there for about 30 mins and it still wont start. wont even turn over and im pretty sure its not the starter motor. Thanks.
