Mend Craftsman RV150 Engine Throttle Lawn Mower

how can I fix my RV150?

Engine starts ok and idles perfectly. As soon as I open the throttle to start mowing the engine surges to full power and then immediately goes back to idle and then to full power and back to idle. It will keep this sequence up until I stop it or it runs out of fuel.
