vokera boiler no heat but 2nd pipe from the left is red hot?

my vokera boiler has hot water but no heat the 2nd pipe from the left gets really hot on start up but the boiler does not fire or heat to radiators then goes to green flashing light every 2 seconds less than a year old

Find the manual and read that.

As the system is less than a year old, why not invoke a warranty repair?
