How to Unblock My Vacuum?--Kenmore model #204.36999690?

I have a Kenmore-Destiny Plus Vacuum (model #204.36999690) that has a whistling mechanism when it's blocked. It's whistling, but I don't know where to look for the blockage, or what to do. I've had this vacuum for quite some time and don't know where the manual is.
