I have the same problem and at first the brushes were jammed by lint and dog hair, but after i got all that stuff cleaned out they would turn in my hand, but when i put them back on the machine they wouldn't turn. i guess i gotta take it apart like jills husband did. if anyone else has a simpler solution please say so

We had the same problem with our Hoover Agility SteamVac and the problem was the fan that turns the gears that then turns the brushes was corroded (rusted) and thus completely frozen up! My husband had to take apart the vacuum unit in front of the motor to figure this out. THE SOLUTION: He put WD40 on the main axel/wheel thingy! The tricky part? Getting the unit put back together right! But it worked!

Most likely the brushes are full of lint and can no longer rotate. If you have a hoover, you can pull the brush assemble out (it's held in by plastic clips) and separate the housing. This will allow you to pull all the accumulated lint out.
