What is supposed to remove the water from my 1994, 650cc waverunner?

My 650cc waverunner is filling with water. Is there supposed to be a bilge system the continually removes the water from filling? Where is it located and what are some of the potential causes and fixes?

youu can buy an electric bilge pump and automatic water sensor both 12 volt from your local boating shop. alternatively buy a hand operated bilge pump or preferably both. cost about £ 20 and £40 quid respectively.
