how do i turn on the timer on a saunier duval 623?

I recently moved into a house with an sd 623 but the timer appears not to work. Is there a switch to turn it on ?

The timer is connected to a relay and this is probably the fault.
You could try holding all the buttons for a few seconds until you hear a click. This would reset the clock to zero. If not replacement is required or bypassing the clock.
